Neither. Plan them together. The pool crew needs an opening for machinery, so we leave that stretch for last. The barrier must be finished and pass inspection before the pool gets its final sign-off.
My association says fix the fallen panels by Monday and my contractor keeps delaying. Can a handyman patch it?
A handyman patch on your own fence is up to you, and a temporary fix normally meets an association deadline. Check your contract first, and tell the contractor in writing what was patched and why. That avoids an argument later over who did which work.
